The Staircase Beneath the Sky

The Hook
Hunters have found a stone staircase in a forest clearing. It descends through the earth for six steps—then continues into bright, cloud-filled sky, as though the ground were merely a ceiling. Birds can be seen circling far below. At night, distant lanterns move among impossible towers hanging beneath the world.
The staircase was only six steps long when discovered. Now it has nine. Fresh mortar appears each morning, and hammering can sometimes be heard from below.
Those brave enough to descend can reach a strange settlement built on the other side, whose inhabitants insist they did not create the passage. They believe people from “above” are extending it toward them.
Possible Directions
The party could investigate from either end, try to halt the construction, or allow the stairways to meet. Whatever is building between the two worlds may be connecting them deliberately—and neither side knows what it expects to cross.
